How to have new passwords validated when resetting an expired password on CA Identity Portal

Introduction:
When logging into CA Identity Portal using a temporary password, the user is prompted to change the password.  How can we enable password validation on the expired password screen so that the password meets the minimum standards?
Instructions:
CA Identity Portal uses the backend Identity Manager password tasks and password policy.  The IM password policy will provide validation for the password when a user is prompted to change an expired password. For example, if the IM password policy is configured to require a minimum password length of 8, and the password entered by the user is too short, a message will be displayed to inform the user of this problem:

Password is too short. Minimum length is 8.
