How do we resolve the error condition ROS118E: ERROR ON AWS, CODE 09. CALL SYSTEMS?

ROS118E ERROR ON AWS. CODE xx. CALL SYSTEMS.
Reason: A logic error has occurred within the AWS. The code will be:
09 An index block that was needed in one of the data sets constituting the AWS
Recommend allocation of a new AWS file that was larger. ---> Once the file is larger the load will continue
