How can two ESP jobs, from the same ESP application which reference each other with the NOTWITH statement, get the status 'Waiting for Resources' in CSF?

If you're using the NOTWITH dependences between two ESP jobs, as in example below:

    JOB DUMY002 
    RUN WEEKDAYS 
    NOTWITH DUMY004 
    ENDJOB 
    JOB DUMY004 
    RUN WEEKDAYS 
    NOTWITH DUMY002 
    ENDJOB 

and you're getting the following CSF status display:

  ESP Consolidated Status: View 1     ------------     Row 1 of 2, Col 1

then most likely the RESOURCE MANAGER is inactive on your system. When you set-up ESP Resources, the system topology specification is often forgotten. Make sure that at least one CPU and one NODE are defined in the ESPPARM member!

When ptf SU00323 applied on your system, you will be warned: "ESP1585 No active CPU/NODE defined to resource manager"
