z/OS 1.11 and above.
Answer:

This message usually means that a 3rd party product (like CA-Hyper Buffer) is intercepting the VSAM access requests. It can be corrected by either:

1) Removing the Control File from the 3rd party product, or...

2) Placing the Control File into the exclude list of the 3rd party product (if it has one)
