How to implement new digital certificates for the TCPaccess SSL Telnet server?

Solution:

Digital certificates are defined in the TCPaccess APPCFGxx. They are defined either as a file in security or as a pathname with files located in OMVS. This is described in detail in the TCPaccess Telnet Server Customization Guide in Chapter 4, the section titled Additional Configuration Statements for the T04STSSL Server.

When the APPCFG is processed during TCPaccess initialization, these certificates are pulled in and held in storage for as long as the APP task remains active.

The REFRESH command does not contain an option to re-read the certificates, so the only way to activate new digital certificates is by cycling either the APP task or the entire stack.
