Hformsync command hangs

Issue:
We are running into an issue while testing Harvest V13 and the utility: hformsync 

The command we are running is: 
hformsync -b <broker name> -f -oa <log file name> -wts -d <folder name> <form's xml file name> -usr <userid> -pw <password>

The utility is hanging on the command prompt on the server with no additional error message 

Output log: 
I00060040: New connection with Broker <broker name> established. 
forms APATH:C:\ProgramData\CA\SCM\Forms 
Client APATH:C:\ProgramData\CA\SCM\Forms 
Client APATH:<folder name>

Please advise. 
Environment:
CA Harvest SCM v12.x and up
Windows platform
Cause:
In the problem description, notice that the "-usr" option and the "-pw" option come after the name of the form.  With the hformsync command, the name of the form should be the last parameter.  
Resolution:
Please change the order of parameters on your command line so that the name of the form comes last.  Like this:

hformsync -b <broker name> -f -oa <log file name> -wts -d <folder name> -usr <userid> -pw <password> <form's xml file name>
