having issues getting the usage billing report running properly

Issue:
The billing report is generated, but is not uploaded to CA.
Environment:
usage_metering 9.10
webgtw 8.00
UIM 8.51
 
Cause:
Unknown.
Resolution:
Ensure the billing probe is disabled (deactivated).  

To debug the issue:
1- Open the Raw Configure for the webgtw probe. 
2- Go to <setup> > <loggers> > <logger01> 
3- Change the "loglevel" to 5. 
    This will create a log file: 
    /opt/nimsoft/probes/service/webgtw/webgtw_log4j.log 
    Review the log after the first of the month.
   Look for:
