Handling CA Datacom/DB Return Code 47(003) on MUF startup

When starting a new CA Datacom/DB Multi-User Facility, I receive an error DB00501E - OPEN ERROR - RETURN CODE 47 (003) even though I am using the correct load libraries and my startup option DATACOM is set to DB. What is wrong and how can it be corrected?

The text for Return Code 47 (003) - INVALID DIRECTORY (CXX) - says:
The Directory being processed has a DB or AD status which is not the same as the Multi-User Facility trying to process it. This is invalid.

The error message indicates that the MUF Startup Option DATACOM has “DB” and the Directory file (CXX) was created with CA Datacom/AD, or DATACOM has “AD” and the CXX was created with CA Datacom/DB.

As part of the operational and licensing restrictions for the CA Datacom products, the MUF startup processing validates a number of settings to ensure that the system is running correctly as licensed. In addition, these startup checks are used to prevent possible data corruption through the use of wrong files that may have been inadvertently coded in the startup JCL or another utility process.
To resolve this error, please ensure that you are using the correct CXX filename and that the CXX was initialized using the correct software for the product that will be running in the MUF - CA Datacom/AD or /DB. If the CXX was created with the wrong product, a new CXX must be initialized with the correct product. All databases used in this system then must be recataloged, and the associated data files unloaded, initialized and reloaded to reset all statistical information.
