Getting error "The application associated with this instance of Single Sign-On does not appear to be running" after setting up SSL

Issue:
When I attempt to access CAPC using the FQDN it fails with the following error.

Single Sign-On The application associated with this instance of Single Sign-On does not appear to be running

I can get to the CAPC server using the I.P. address but it gives a security warning. 
Resolution:
This was caused by having a back up of the file /opt/CA/PerformanceCenter/PC/webapps/pc/WEB-INF/cfg/CAPerformanceCenter.xml with the .xml extension.(/opt/CA/PerformanceCenter/PC/webapps/pc/WEB-INF/cfg/CAPerformanceCenter-01092019.xml)

If you back up the file /opt/CA/PerformanceCenter/PC/webapps/pc/WEB-INF/cfg/CAPerformanceCenter.xml, it can't be named .xml
