Getting ERR_SSL_VERSION_OR_CIPHER_MISMATCH for portal on AIX

Issue:
After configuring DevTest 10.3 on AIX 7.1 for SSL, when trying to connect to the Portal through the browser with https://<<server>>:1507/devtest 
The browser returns with: 
ERR_SSL_VERSION_OR_CIPHER_MISMATCH
This error also occurs for the Enterprise Dashboard if the Enterprise Dashboard is configured for SSL. 
The problem does not occur on DevTest 9.5.1 and does not occur on any platform other than AIX.
Environment:
DevTest 10.1, 10.2 and 10.3 on AIX.
Resolution:
A patch (DE307782) for DevTest 10.3 on AIX is available by logging a support case on support.ca.com.
