Gateway won't start with enable syslog log sinks

There is an issue with starting the Gateway service with enabled Syslog Log Sinks.
This had first been seen when migrating from 9.2 to 9.3. For this issue there is a KB article
This is still an issue in API Gateway 9.3 CR02.
