What I am looking at states something about an appliance that has to be implemented but I can't find any information about installing or obtaining such software/device. ANSWER:  Yes, the Spectrum IP Routing Manager does require the integration with an appliance. The following is from the "IP Routing Manager" section of the Spectrum documentation:

CA Spectrum IP Routing Manager allows you to discover and view a network's topology by integrating with Route Explorer (REX). Route Explorer (REX) is an appliance-based route analytics solution developed and marketed by Packet Design.
