When running some commands on the eHealth server command line in Windows Server 2008 and later, the following error may occur;
> nhManageUsers -list
Fatal Internal Error: Invalid time zone parameter 'US/Central'. (cos/cosTzSet)

This occurs on Windows Server 2008 and later due to a permissions reduction that Windows automatically enforces on command line windows, even if the user opening the command line window is a member of the 'Administrators' group (as the eHealth user normally is).
If User Access Control is enabled, then disable it by bringing the bar down to Never Notify Me. This is also documented in eHealth install guide. You can get to User Access control by just type uac in search box and click on Change User Access Control Settings link.
