Issue:
Trying to update my CA Gen 8.6 install of CommBridge and TCPIP on my Windows 2012 server. 
I have already installed the 2 options successfully. I decided I want to include Client Manager and selected MODIFY. I then included Client Manager and when I click Next, I get the error message: 

Failed to extract file 'Dll_.ini' from the binary table.
Resolution:
Logged into Windows using the local administrator userid an then installed Gen and it installed correctly.
