Extra characters in place of spaces when uploading Roadmap

Issue:
-PROBLEM DESCRIPTION-

Upload a CSV file in Roadmap.  When viewing in the Board and Timeline view, some lines have question marks in place of spaces.

This is caused by the Encoding which the csv file was saved as.  In this case it was saved as ANSI encoded.

-STEPS TO RECREATE-

1. Go to New UX>>Roadmaps
2.  Click on the 'Item Actions'  icon>>Import from CSV
3.  Select the CSV file.  (make sure the CSV file is encoded with ANSI)
4.  Once uploaded, the Board and Timeline views will show the question mark special characters.

Resolution:
-RESOLUTION-

Save CSV file as UTF-8 Encoded

1. Open the CSV file with Notepad. 
2. Navigate to File > Save As option. 
3. Next, select the location to the file. The Save As window appear. Select the following 

Specify the file name with .csv extension. 
Save as type : All Files (*.*) 
Encoding: UTF-8 

4. Click Save to save the file.
