Detailed Description and Symptoms
When I try to start up the Utilities, I get a command screen pop-up with these Java errors. This is the major error message found in the Java log:

?This will occur on newly installed systems that are trying to connect to Oracle.
?This error is related to the UCUDB32.dll, not to Java or the elevated permissions of the Utilities.
This file is used to connect to the DB client, it is the main DB module for the Operations Manager.
The EXCEPTION_ACCESS_VIOLATION is caused by an incorrect oracle client.
Please make sure that a 64bit Oracle client or an Oracle instant client is installed on this Windows machine and Oracle is within the path for the user that tries to run the Utilities.
