Description:

While CA Datacom r12 ptf RO13308 alleviates much of the need to run APF-Authorized, a DBUTLTY MASSADD job is still terminating with DB10095E - DBUTLTY NOT RUNNING AUTHORIZED.

RO13308 states that some DBUTLTY functions must run APF-Authorized and they will fail with the following error message if not running APF-Authorized:

DB10093E - DBUTLTY NOT RUNNING AUTHORIZED, FUNCTIONALITY NOT ALLOWED - x
where X will be replaced in the message by one of the following:

REPORT MEMORY=CF
REPORT MEMORY=DS
REORG MULTUSE=YES
DBMSTLST SMFRTY=

Solution:

The full DB10093E error message encountered revealed that "DBMSTLST SMFRTY" was the DBUTLTY functionality requiring APF-Authorization:

DB10093E - DBUTLTY NOT RUNNING AUTHORIZED, FUNCTIONALITY NOT ALLOWED - DBMSTLST SMFRTY=n

When a nonzero value is specified for SMFRTY in the CA Datacom Master List (module DBMSTLST), CA Datacom DBUTLTY is instructed to write System Management Facilities (SMF).

Apply ptf RO22004 which provides an enhancement to allow the ability to run DBUTLTY functions unauthorized when System Management Facility (SMF) exits are activated.
