Error too many open files with DevTest Portal Service

Issue:
From time to time we face an issue with the Portal going down and we see the error too many open files in the Portal log files.
The limit for open files is already set to the OS limit but we still face this issue, especially when 10-15 people try to login to the Portal at the same time.
Environment:
DevTest support on release 9.5.1 and 10.1.
Cause:
The issue is in the asset-pipeline 3rd party library used by DevTest.
Resolution:
Upgrading the 3rd party components resolves this issue - asset-pipeline-3.0.15.jar and asset-pipeline-core-2.6.7.jar are replaced with asset-pipeline-3.1.2.jar and asset-pipeline-core-2.7.2.jar.
