This occurs because the service account associated with the COM+ components needs to be updated with the new password. To correct this start by launching the Component Services management tool ( Start > Programs >Administrative Tools >Component Services).
Then navigate to the Oblicore Engine Properties screen ( Console Root >Computers >My Computer >COM+ Applications >Oblicore Engine) (right-mouse click to open Properties). Once you have opened the properties screen you can select the Identity tab to set the user account and password. This user should be a Domain User with Local Administrative rights. If you use a non-domain user then you may have problems communicating with BSI components on other boxes.
