Elements are missing data in CA Performance Management Reports

Elements that were previously polling and gathering data no longer show data in the CA Performance Management reports.

When examining the Polling Configuration the problem elements are not present in a section referencing the Metric Family and Vendor Certification that should be applied to them.
See step 13 in Knowledge Base Article KB000033163 for steps to gather and review Polling Configuration for a device.

If the Stop Polling, followed by Start Polling button is selected for the Device involved, from the Details tab in the Data Aggregator Inventory Views, the problem is resolved.

After the restart of polling when examining the Polling Configuration the elements and their related Metric Family and Vendor Certification are present again.
Currently known to impact all supported releases of CA Performance Management
When a device has its Collection membership changed, Polling Configurations are broken and not rebuilt.
New code has been implemented to ensure that Polling Configurations are maintained, or rebuilt, as needed during Collection membership changes.

This is resolved in the available r3.5 and r3.6.1 July Monthly Update Kits. The problem noted in the Fixed Issues lists for each release is:

Symptom: The polling of some metric families can be stopped randomly on some devices. 
Resolution: Improved the polling configuration code to better handle the process of moving devices from/into collections so that the polling of device metric family will not be stopped.

This problem will also be resolved in the RTM r3.7 release.
Additional Information:
Until an upgrade takes place to prevent the problem from appearing, a script is available from Support. Please open a case and request a copy of the pollingAllDevices.pl script. This script runs on the Data Aggregator. It is run once to stop polling on all devices. It is run a second time to start polling on all devices.
