Issue:
When we create new users the users are not being required to change the password. This is APM Saas.
Resolution:
suspect caching issue – possibly the cookie/local storage is playing a part.
closing the browser and launching again seems to have resulted in the change password panel being shown
Clearing browser cache also can help.

Additional Information:
1. Once tenant admin creates a new user and role is above USER, consider power USER or tenant ADMIN, then on next login, it asks for password reset 
2. If tenant admin creates user, and assign role as USER (normal user), then no ask for password reset
