Multiple PAM events are being triggered from a single Service Catalog request. It is causing multiple Service Desk tickets being opened by a single request.

It seems an intermittent issue, but in general terms, the steps below can be performed to reproduce it:
1) Configure an offering to trigger a PAM event upon moving to Pending Fulfillment stage.
2) Set status_old>=800 and status=1000 for the action.
3) Submit a request (using web services).
4) Multiple PAM events are triggered.
