Answer:
CA Sevice Desk Manager (SDM) 17.1 introduced support for SAML. Further documentation regarding configuring SDM with SAML can be located at https://docops.ca.com/ca-service-management/17-1/en/installing/post-installation-tasks/ca-service-desk-manager-post-installation-tasks/enable-saml-authentication-for-ca-sdm

Unfortunately, SAML has not been implemented with the Service Management Mobile App. Currently, SDM RESTFul Web Services, which the Service Management Mobile App is dependent upon, uses Basic authentication password communication.

An IDEA has been raised on the CA Service Management Community regarding this functionality - https://communities.ca.com/ideas/235723508-saml-20-support-for-service-desk-authentication

The CA SDM Product Management team does have SSO/SAML on the roadmap for the Service Management Mobile App, but it is unknown when this functionality will be available.
