Solution:

The problem could be due to the permissions on the filestore. The user should have full rights to filestore, index share and read/write permissions .

The app service needs credentials when it is running as a service and the account should have full permissions on the file store. The account on which the service is running, should be active and unlocked.

Filestore Directory and Index Directory should be valid path for PPM to be able to access it.
