When distributing software jobs from the Enterprise Server to Domain Managers, data transfer will complete successfully but the job remains in a waiting state until timeout. The software distributed is not registered on the domain.
If a staging job is distributed from the Enterprise, again the file transfer completes successfully but the staging job is never created on the Domain.

This happens when the Dist Receiver task (of the System Delivery Engine plugin) is down. The Dist Receiver is responsible for receiving distributions from the Enterprise Server and acknowledging the delivery once the package has been successfully delivered.
Check whether the 'Dist Receiver' task is running in the System Delivery Engine task list on the Domain Manager in question.
If it is not running, check the 'role' parameter in comstore using the following command:
ccnfcmda -cmd GetParameterValue -ps itrm/manager/default -pn role.
This value should be '1'. If the value is not '1', run the following command:
ccnfcmda -cmd SetParameterValue -ps itrm/manager/default -pn role -v 1
Recycle CAF and check whether the 'Dist Receiver' task in the System Delivery Engine has started.
Following are the possible values for Manager Role (MANAGER_ROLE):
|0 = Enterprise||The manager works as an enterprise manager|
|1 = Domain Member||The manager works as a domain manager within an enterprise|
|2 = Standalone Manager||The manager works as a standalone domain manager|
