DevTest Portal reports a VSM is listening, but netstat command does not show the ports as listening

Issue:
There are multiple VSMs deployed to the same VSE server. However, about half of these virtual services do not accept connections.
When I run a netstat command, it indicates no listeners on those ports.
Restarting the VSE service sometimes resolves the problem for a period of time.
The virtual services work fine in ITR.
Environment:
DevTest on release 10.3.
Cause:
The root cause of the problem was when a virtual service was deployed, it would sometimes “hang” before reaching the Listen step.
The customized VSMs had some JDBC steps before the Listen step, and the services appeared to hand on one of the JDBC steps at the start of the VSM. In this case, the Listen step was never reached and the port was never opened.
Resolution:
Reconfigure each of the JDBC steps to disable connection pooling.
