During stack initialization, the device fails to initialize, showing

T01LL130E Device OSA1: initialization failed: SVC99 allocation for unit   
       0210 failed, ret=0000000C, rsn=0000039C  

Solution:

This problem can affect Unit allocations of Network devices for the stack. It is caused by a conflict between SMS and UNIT allocation for TCPaccess.

This is resolved by applying TP10766, which will fix the problem in all instances.
The PTF has no prereques, so can be applied no matter what your current maintenance level may be.

A possible workaround if you cannot apply the PTF for some reason would be to EXCLUDE the device in question in SMS. Please be aware that this is not always successful.
