Department OBS Populating with incorrect value when creating a project via the UI or XOG

Issue:

Steps to Replicate:

1.  Go to the project list view and click 'New'.

NOTE:  The Department OBS is showing a default value....but that default value is actually a value from a DIFFERENT OBS

2.  When you attempt to save the project, you get the following error if you do not select a different OBS:

!ERROR Invalid unitId value 5412001 given for attribute odf_obs_fin_dept


 

Cause:
DEFECT:  CLRT-81152 - Attributes with default values that are xogged in cannot have their default values edited or deleted

Although this bug was fixed in 15.2, customers may have experienced this bug in 13.3.x through 15.1.x.  If the problem was never fixed, they may experience a similar issue where they are seeing a default value that does not appear to be present under the attribute itself nor in fields for the view they are looking at.  In this customer's case, the default value appeared blank on the attribute definition.  But the customer could not save a new default value.
Resolution:

1.  Run the following query to determine if this is the problem:

delete from odf_default_overrides where lower(object_code) = '<object>' and lower(attribute_code) = '<problem_attribute_code>'

where <object> is replaced with the lower-case object code and <problem_attribute_code> is replaced with the lower-case code for your problem attribute.

2.  If the query from step 1 returns an entry, delete the row from the table using the following sql:

delete from odf_default_overrides where lower(object_code) = '<object>' and lower(attribute_code) = '<problem_attribute_code>'

where <object> is replaced with the lower-case object code and <problem_attribute_code> is replaced with the lower-case code for your problem attribute.

Additional Information:

Other symptoms:

1.  In 15.3 or earlier, xog will succeed if no value is entered in the Department OBS field when xogging in a new project.  In 15.4.1 the same xog will fail with a similar error.
2.  If you attempt to set a default for the problem attribute under the Attributes tab, the system will appear to be saving the change, but the change does not get saved.
3.  The default value for the attribute may appear blank, but the default value could also be displayed.

NOTE:  This problem could happen for any attribute
