Question:

I know these functions are for preventing records from moving around within an Area however I wanted to find out for sure if a LOCK would also prevent an Add or Delete from occurring?

My hunch is no but I want to be positive.

Environment:
z/os, CA Datacom/AD 14.0
Answer:

In addition to flushing the pipeline, the LOCK OPTION=MOVER function only prevents the movement of updated rows in a compressed area.

It does not have any effect on ADDITs or DELETs in compressed or uncompressed areas.

Or said differently:

The DBUTLTY function LOCK with OPTION=MOVER does what the manual says it does and does not do other things. It has no effect on commands not spelled ‘UPDAT’. It only has effect on an UPDAT command that attempts to move a row.
