Top Secret was denying access to the DB2 path/location - for the SU account. SU is the problem. That is what Top Secret was flagging. This was enough for the customer to pursue with their Top Secret people. They checked what was different about this Top Secret configuration as compared to their other, production Web Viewer systems which were not experiencing the same problem. Once their TSS people addressed the DB access issue as above, they were able to successfully complete the DB2 portion of the Web Viewer configuration and use the application.
