Below is the DDL created by CTAS statement  and we don't have any errors at this point. Since 300 million row column is taking about 3 day to mask, we need to add parallelism in the DDL of the function which is under scramble schema,  as per the DBA suggestion.  Kindly let me know if you have any concerns or questions.

The steps to apply as follows 
1. Unzip the file to a local directory on the database server where your scramble components are installed. 
2. Load the latest java masking library using the Oracle loadjava utility (for more info on required privileges see
open a command prompt in the directory you unzipped the files to.

In JAVA_ORACLE_SCRAMBLING.TXT the first commands are to drop and reload the masking java class file, you will need to edit the commands for your scramble login. 
This command is not run in SQL Plus. 
3. Login to SQL Plus as your scramble user, then run the create functions SQL commands in JAVA_ORACLE_SCRAMBLING.TXT 
4. Install the PL/SQL packages f_scramble2.plb, f_scramblen2.plb and f_scrambled2.plb

5. Test your version is now up to data, run the command in GET_VERSION.SQL
