What is the difference between these two projects?
The resources rates that display in Open Workbench (OWB) are the resource rates on the specific project for the date that the rates are being viewed. If the project has a finish date in the past or a start date in the future, the resource will not have a rate for the current day, so OWB will show a rate of $0 for that resource.
The rate can be added to a time scale view to confirm that there is a rate for dates within the project start and finish dates.
