Question:
How can I add Users in CA Software Asset Manager, CA SAM?
Answer:
On=line Help has instructions for adding users under Organization > Users > Users > create/edit . 

You can also import users from Exchange - Data Exchange - Import. Choose the table Contacts (contacts). 
Click on Download CSV Template to get the template that needs to be filled in to import contacts.
Fill in the fields for creating the users and run the import.
