Container Failures on Initial Install

Issue:
If during the Initial Install of API Portal 4.x the portal_pssg service container never enters a healthy state, please check the portal_pssg logs for the following message:

" WARNING: Published service message input is not licensed 'The specified feature is not supported on this Gateway: service:HttpMessageInput.'."

This is an indication of a licensing issue.

Please note: It is normal for the startup to take time such as 10-20 minutes.
Environment:
API Portal 4.x
Resolution:
There have been times where CA licensing has provided a 4.x version license for the API Portal 4.x product. This may seem correct but the API Portal contains API Gateway instances that require licenses. Therefore,  the product version in the license xml file should be 9.x and not 4.x. 

For Example, the following excerpt from a license xml file is incorrect for a API Portal 4.x install:
 
<product name="Layer 7 SecureSpan Suite">
        <version major="4" minor=""/>

Please contact CA Customer Care to obtain a valid version 9 license to use for the API Portal 4.x product.
