contacts from APM to SAM

Issue:
We have a number of contacts that are not being sent to SAM. 
Environment:
CA Asset Portfolio Managment, any release.
CA Software Asset Manager, any release.
Resolution:
The contacts were not synced to SAM, because the cost center did not exist yet in SAM.
The cost center did not sync because the internal company was missing on the cost center in APM. 
Resolved by adding an internal company to the cost center in APM.
Once the cost center was synced to SAM, then the contact was updated in SAM.
