<Command file not found> error on CA WA System Agent

Issue:
After upgrading the agent, our administrator is unable to run a simple job that executes a dir command. What would cause a <Command file not found> error to be returned for a simple job like the one below?

Cause:
There parameters that are either missing or not set properly in the agentparm.txt.
Resolution:
Confirm the following parameters are set in the agentparm.txt:

oscomponent.lookupcommand=true 
oscomponent.cmdprefix.force=true 
oscomponent.cmdprefix.force.quotes.full=true

If the parameters are missing, please add them.
If the parameters are set to different values, please update them.

After making these modifications, save the agentparm.txt and restart the agent.
