Clarity: Receiving warning "The time periods requested do not exist" when creating a cost plan (New Manual Plan) for a project that has actuals

Description:

Creating a cost plan (New Manual Plan) for a project that has actuals, the TSV configuration "Other Times Scale" defaults to a time scale of Year, even when period type is Monthly.

Cost plan detail views displays an Alert message: "The time periods requested do not exist. Please try refreshing this page or resetting the start date in the Time Scale Value Column settings under the Configure action. "

The symptom can be slightly different depending on how the configuration of the Actuals fields are configured on the cost plan detail page

For an example - if the Actual Units or Actual Cost fields are added to the TSV, the initial cost plan detail page upon manual cost plan creation would show TSV in yearly period with the warning, while the default TSV configuration has the correct value "Period Type" for Other Time Scale

The alert goes away and correct time periods are displayed if you switch to the Billing Currency View then switch back to the Investment Currency View, however the TSV scroll arrows are gone

Steps to Reproduce:

  1. Set up Finance including Entity, financial periods, Transaction Class such as Contractor, Resource Class such as Internal/External, Input Type Codes such as Labor, Charge Codes such as Capital and Expense. Configure Datamart and run Datamart and Time Slicing jobs.

  2. Create a labor resource and financial-enable it.

  3. Create a financial-enabled project starting on Dec/1/2011 and finishing on Mar/31/2012:

    • make sure its Financial Status is open

    • create a task and name it TestTask

  4. Navigate to the Financial Plans tab and create a New Manual Cost Plan:

    Period Type: Monthly
    Start Period: Dec/1/2011
    Finish Period Mar/31/2012
    Grouping Attributes: Charge Code

  5. Add the some line items:

    • Charge Code: Capital, just an example...
      2011/12= 50,000
      2012/01= 50,000
      2012/02= 50,000
      2012/03= 50,000

  6. Configure cost plan details view to display Actual Units and/or Cost. So far the cost plan works as expected

  7. Navigate to Financial Management > Transaction Entry and create a transaction for this project:

    • Voucher: Other

    • Transaction Cost: 25,000 / Rate: 25,000

  8. Post this transaction to WIP and run the Import Financial Actuals job.

  9. Navigate to the project > Financial Plans tab and create another Cost Plan as New Manual Cost Plan:

    Period Type: Monthly
    Start Period: Dec/1/2011
    Finish Period Mar/31/2012
    Grouping Attributes: Charge Code
    Important: Make sure you set the start period on the cost plan properties so that it was a period that started before or in the same month as the date on the posted transaction.

  10. Click Save to land on the cost plan detail view.

Expected Result: Cost plan detail view displays without any warning or error, showing periods monthly and we can create new rows

Actual Result: Cost plan detail views displays Alert: "The time periods requested do not exist...." and the TSV configuration "Other Times Scale" defaults to a time scale of Year.

After switching out of and back on the Investment Currency View, the alert goes away, correct period types are displayed, but the scrolling arrows are still not present

Solution:

WORKAROUND:

Here are some ideas to help reconfigure the page to see the monthly periods:

  • Add the unplanned row to the cost plan: click Add, and select the grouping attribute values shown with the existing line item that has a greyed out checkbox.
  • Create new plans from Investment Team or from Assignments - the behavior is not occurring for plans created in this manner.
  • Change the configuration of the TSV to use a Rolling Date such as 'Start of Current Year' or other relative date value.
  • Switching to the 'Billing View' removes the yellow alert, but the scroll arrows disappear.
