Clarity: Actuals and Actual Cost don't display in the correct fiscal periods when the periods are set up to be different from calendar periods

When fiscal time periods are set up to be different from the calendar periods, such as a 4-4-5 monthly fiscal time periods, actuals do not show in the correct fiscal period in Time Scale Value fields. This behavior is seen on cost plans, benefit plans, and budget plans. The values appear to be shifted into a different time period.

Steps to Reproduce:

  1. Define monthly fiscal time periods to be different from standard calendar months from Administration > Finance > Setup > Entities > Fiscal Time Periods. For example:

  2. Post a transaction on date February 29 2012, and another transaction on date April 30 2012

  3. Create a monthly cost plan on the project

  4. Configure the cost plan detail view to show Cost, Actual Cost and Cost Variance

Expected Result: Actual Cost from the February 29 transaction is displayed in the 2012-03 period. Actual Cost from the April 30 transaction is displayed in the 2012-05 period.

Actual Result: Actual Cost from the February 29 transaction is displayed in the 2012-02 period. Actual Cost from the April 30 transaction is displayed in the 2012-04 period. Cost - Actual Cost now does not equal the amount shown for Cost Variance
