Catalog requests aren't launching ITPAM jobs inconsistently

Issue:
Catalog requests aren't launching ITPAM jobs.
These requests were previously working and on a load balanced environment one of the nodes still works.
The view.log shows thousands of errors like:

    at com.ca.usm.producer.WPFServlet.service(WPFServlet.java:336)
    at javax.servlet.http.HttpServlet.service(HttpServlet.java:847)
    at org.apache.catalina.core.ApplicationFilterChain.internalDoFilter
etc.

Cause:
This was caused because they had an outage which allowed requests to build up and overload the environment.
 
Resolution:
First, check the %USM_HOME%\view\conf\viewservice.conf and make sure that your java heap size is a reasonable size.
This often has to be increased for performance reasons. 
I would suggest not having it smaller than 4096.
Second, check the %USM_HOME%\logs\jms-data folder size.
This should be about 32 MB. In this case the size was over 200 MB because the outage allowed the queues to buffer.
We stopped services,
deleted all the files in JMS-DATA
Then restarted services.
