CAPM - DA is down

Issue:
The DA is down. I restarted the DA and PC application and still it does not appear to be coming back up. The PC is up.
Environment:
CAPM 3.5
Cause:
The ProcessCPUUsage MF is only in the F5 Networks OOTB MP.  So it must be added to other MP for it to be discovered.
 
The F5 networks OOTB MP is not associated to any Collections, so should not be discovering anything by default.

In this case, they added the MF to 3-4 user created MP to try and discover all MF to see what a device supports.  What Iwe saw was the Collection membership had all devices in it, not just routers or switches/etc.
 
Resolution:
deleted all items created in the last 24 hours.
They fixed the rules to limit to Routers or Switches/etc and count went down to 130 or so.
Plus they removed this Metric Family from those Monitoring Profiles.
