Cannot view past timesheets that are posted in the New UX

Issue:
A resource manager is unable to view his resources past timesheets for closed time periods in the New UX (User Experience). The timesheets show up as blank. 

This issue happens even though the user has Timesheets - Approve All access. 
Resolution:
Grant the user Timesheets - Edit All access, as this is required to be able to see timesheets in closed time periods.
