Cannot download from private CDN

Issue:
Customer followed the steps on this page to set up a private delivery network to distribute the CA PAM Client installer:

However, still could not download the PAM client files.
Environment:
PAM 3.2.3
Using an apache web server to distribute CA PAM client over the intranet. 
Cause:
Their apache configuration had exe files identified as cgi-bin files. When they tried to d/l the file, it actually was trying to execute on the web server rather than download. 

 
Resolution:
They removed these references from the httpd.conf: 
< # AddHandler cgi-script .exe 
< # Addhandler cgi-script .exe .pl .cgi
