We are frequently getting for users the error message as "Cannot create client manager IPC (Queue or mailshot)" which gets resolved automatically after few hours. However this means that all the users facing this issues are not able to access the application during that time-period.
Client Manager uses IPC mailslots and in general expects, one application per terminal. If you are using any kind of virtualization like VCS or Citrix you have to use Multi Instance Client Manager installations. Issue was identified because of multiple users connecting to one Virtual Server and the client Manager being configured to run as single instance.
