Cannot access Admin Console after Upgrading from UIM 8.5.1 to 9.0.2

Issue:
After upgrading from UIM 8.51 to UIM 9.02, cannot access the Admin Console app.
The wasp probe on the primary hub is green.

Errors similar to the following appear in the wasp.log on the primary hub:

Nov 06 13:32:24:871 ERROR [localhost-startStop-1, org.apache.catalina.core.ContainerBase.[wasp-engine].[localhost].[/accountadmin]] listenerStart() Error configuring application listener of class com.liferay.portal.kernel.servlet.PluginContextListener

This is seen for other webapps and eventually causes the following error which is preventing you from accessing the Admin Console:

Nov 06 13:32:32:131 ERROR [localhost-startStop-1, org.apache.catalina.core.StandardContext] startInternal() One or more listeners failed to start. Full details will be found in the appropriate container log file
Nov 06 13:32:32:131 ERROR [localhost-startStop-1, org.apache.catalina.core.StandardContext] startInternal() Context [/adminconsole] startup failed due to previous errors
Environment:
UIM 9.02 upgraded from UIM 8.51
Cause:
In this environment, the UMP is installed on the primary hub, but the 9.02 UMP installer was never executed,
Resolution:
Run the 9.02 installUMP.exe to upgrade the UMP probes to the 9.02 version.
