Can a user logon using PASSTICKETS if the PASSWORD has already expired?

When the password is not valid or expired for the userid, a second authentication takes place to verify if the password field is a valid Passticket. If the passticket is valid, the passticket will be used and the logon will be successful. There will not be a prompt to enter a new password if the password is expired.
