CA Web Viewer Context error after Linux maintenance installation

Product: WEB VIEWER, Release: all (188 now), Operating System: RHEL 7.4 – 12.1 for PC Linux
Our Linux group installs system maintenance every month. No maintenance is done to Java, Tomcat, or CA WV. Every time after the maintenance install is completed and Linux rebooted, logins to CA WV will fail with a context error, contact Systems Admin message. An undeploy and deploy of the same 2 war modules (castylesr5.1.3.war and ROOT.war) will resolve the context error and start working. What is reason for the context error?

The only significant error message I see in any log is in wvtrace.log file:
ERROR 22 Jul 2018 08:58:57,558 [http-apr-8443-exec-1] com.ca.erm.webviewer.control.AdminPrefDetailBean: getPrefList - Database Query(selectPreferences) fails. null
Resolution:
Continue as you are - manually redeploying after Linux maintenance and IPL or, 
Update to Apache Tomcat 8.5.24. There is some PC Linux/Tomcat compatibility issue behind the reported problem, There's some fluke between Tomcat 7.0.69 and RHEL 7 Update 4 that prevents starting Web Viewer without a restart/redeploy. Customer confirmed that updating Apache Tomcat to the CA distributed 8.5.24 version, allows Web Viewer to start without the restart/redeploy.
