After booting CA-Visual/DBA and successfully connecting to the database, an attempt to open an SQL window fails. There is no error. It just doesn't open.

Bug related to Windows Language and Region specification.
The cause of this problem is currently under investigation and testing.
The problem is isolated to one client only, running the product on Windows 8.1
The client's "Language" and "Locale" settings (English - UK) is a factor.
Analysis of the problem has been impeded by the version of the compiler used for Visual DBA.
There is a project underway to compile it with the latest version.
December 20, 2018 update: A new Visual/DBA packaging, tentatively called r18.1, resolves the problem, and will be available soon.
