Question:

What does the TSOAUTH(OPER) permit allow the user to access?

Answer:

The TSS TSOAUTH is the equivalent of IBM UADS type attributes.
TSOAUTH(OPER)
OPER-Operator authority; required if the user is to use
the TSO CANCEL/DISPLAY commands.

If you have OPERCMDS resource defined TSOAUTH(OPER) would not grant access
to all opercmds.

TSOAUTH(OPER) only allows the TSO user the platform to issue to issue
operator commands and then they would be check under OPERCMDS.
