Question:

How does the NOVOLCHK attribute work?

Answer:

The NOVOLCHK keyword will allow an ACID to bypass volume level security checking.
When validating access to a volume, the volume call is invoked first.
This call grants or denies access to the volume or allows normal processing
to continue.
Note: The NOVOLCHK attribute does not necessarily give access to data sets on the volume.
The NODSNCHK attribute must also be added to the ACID, along with NOVOLCHK, to
allow total access to a volume when individual data sets are also being accessed
