CA Spectrum upgrade can not continue

Issue:
While trying to upgrade CA Spectrum to 10.2.2 the upgrade will stop with the error :

There was a problem with the installation.
Error : Install can not continue without the 10.2.0.0 patch being installed. Please note that spectrum 10.2.0.0 is installed.
Environment:
CA Spectrum 10.2
Windows 2012
Cause:
During the upgrade, the installer checks on $SPECROOT/Install-Tools/.history file
Resolution:
If the Installer can't find the $SPECROOT/Install-Tools/.history file, or if it fails to open it, it will stop returning the above error message.

To discard this as the cause of the problem,
1. Check the $SPECROOT/Install-Tools/.history file exist.
2. Check the "Spectrum Users" group have full access to it

If the file does not exist, but the $SPECROOT/Install-Tools/.install_history exist, you may try recreating the .history file using the content of .install_history file.
